Today, Chairman John Moolenaar of the Select Committee on China (R-MI) and Ranking Member Ro Khanna (D-CA) introduced legislation that would create tax credits to support American magnet production and a domestic magnet supply chain. The Magnets Value Chain Support Act of 2026 would help reshore the magnet supply chain, from rare earth oxide production all the way through to magnet manufacturing and into the motors and defense systems that depend on magnets. This would reduce America's dangerous dependence on China for components essential to economic and national security.

Today, the House Judiciary Committee passed bipartisan legislation that will target Chinese companies who abuse our nation’s trade laws. The Protecting American Industry and Labor from International Trade Crimes Act is led by Select Committee Chairman John Moolenaar and Select Committee members Congresswoman Ashley Hinson (R-IA), Congressman Raja Krishnamoorthi (D-IL), and others. The legislation would create a new Department of Justice task force to enforce trade-related crimes committed by Chinese companies including but not limited to tariff and duty evasion, import and export restrictions, all other laws and regulations involving criminal activities relating to American imports and exports, trade-based money laundering, and smuggling.
Today, Chairman John Moolenaar of the Select Committee on China (R-MI), Congressman Jay Obernolte (R-CA), and Congresswoman Jennifer McClellan (D-VA) introduced the bipartisan Guarding the U.S. Against Adversarial Robotics Dominance (GUARD) Act. The legislation requires scrutiny of robots made by China and other foreign adversaries and would prohibit the importation of robots determined to be a national security threat to the United States.
Today, Chairman John Moolenaar (R-MI) of the Select Committee on China and Congresswoman Debbie Dingell (D-MI) introduced the Biotech Investment National Security Act (BINSA). This legislation would ensure American investment in adversary biotechnology is subject to the review requirements of the Comprehensive Outbound Investment National Security (COINS) Act. This would apply to biotechnology, including pharmaceutical development, biologics manufacturing, and clinical research and development.
Select Committee Chairman John Moolenaar made the following statement on the Trump Administration’s decision to block the sale of export-controlled chips to Chinese companies located outside of mainland China:
“Winning the AI race against China requires commonsense export controls that are strictly enforced. The Trump Administration is right to close this loophole—a Chinese company anywhere in the world is subject to the CCP’s national security laws, and it should never be able to get ahold of advanced chips that its parent company in China is legally prohibited from buying. My SCALE Act complements this action by creating a clear export control standard to help secure America’s technology edge in line with President Trump’s AI Action Plan.”
