Treasury and IRS Should Investigate Non-Profits Led By CCP-Linked Millionaire
Chairman John Moolenaar (R-MI) of the House Select Committee on China and Chairman Jason Smith (R-MO) of the House Committee on Ways and Means sent a letter to Treasury Secretary Scott Bessent and IRS CEO Frank Bisignano requesting an investigation of Chinese Communist Party (CCP)- linked non-profits. According to U.S. law, tax-exempt organizations cannot promote private or political foreign-aligned interests. Many of the organizations in question are funded primarily by Neville Roy Singham, a U.S. citizen and CCP-linked millionaire living in China who has funneled hundreds of millions of dollars into so-called advocacy groups in the United States. These organizations spread CCP propaganda and manufacture division around contentious issues, including disinformation campaigns in debates over artificial intelligence.
"This network of CCP-linked non-profits exploits the laws of our country to promote division and anger in the public debates being held by American citizens," said Moolenaar. "No one is above the law; if Singham’s organizations have violated the obligations of their tax-exempt status, then that privilege should be revoked immediately, and they should be prosecuted to the fullest extent of the law by the Department of Justice."

This operation is a key piece of Beijing's playbook to undermine America’s artificial intelligence leadership by taking advantage of the U.S. tax code. This network of tax-exempt front groups is masking foreign money behind shell companies and anonymous donor-advised funds to manipulate public discourse surrounding the technological infrastructure necessary to win the AI race. Tax-exempt status is a privilege, not a right, and it must never be used as cover for a foreign influence campaign by our adversaries. I am confident President Trump, the Treasury, and the IRS will work with Congress to hold his network accountable, said Smith."
Background
This letter is the latest collaborative effort between the Select Committee on China and the Ways and Means Committee during the 119th Congress.
On April 8, 2026, Moolenaar and Smith sent a joint letter to Treasury and the IRS to raise the issue of CCP-linked organizations potentially violating their tax-exempt status. Additionally, Smith participated in the Select Committee on China's June 2026 hearing that highlighted China’s economic espionage targeting the U.S. economy.
The disinformation campaign against American data centers is yet another unacceptable example in the CCP’s long-standing pattern of exploiting the tax-exempt sector in the U.S. and legitimate public debates to antagonize American communities and slow technological advancement.
