CCP Surveillance Plot Targeting Taiwan President’s Son on US Soil Disrupted

October 6, 2026

The Federal Bureau of Investigation (FBI) has arrested suspected Chinese government agent Wanying 'Heather' Zhang at Los Angeles International Airport after she allegedly surveilled Taiwanese President Ching-Te Lai's adult son, Ting-Yu Lai, who resides in the Seattle area. The criminal complaint filed by the FBI states Zhang, and a man identified as "Individual 1," flew from Las Vegas to Seattle on Sept. 1, 2025, rented a black Nissan Rogue, and drove to Ting-Yu Lai’s home to record video of his family and collect license plate numbers —all at the direction of People’s Republic of China (PRC) government officials.

“Once again, the Chinese Communist Party (CCP) has been caught surveilling and harassing innocent people in the United States in another gross violation of our country’s sovereignty. This operation appears intended to help the CCP target further action against family members of Taiwan’s President who reside on U.S. soil, a chilling reminder that the CCP’s destabilizing ambitions for the Taiwan Strait are a global threat," said Chairman John Moolenaar of the Select Committee on China. "I commend law enforcement for arresting this individual. She will receive a fair trial, which would never happen to anyone charged with the same crimes in China. I condemn the CCP's violation of American sovereignty and its dangerous belligerence against Taiwan. I hope that President Lai and his family know the Select Committee and the American people stand with them."
